To generate a register of all indigent households, as defined by the Rustenburg Local Municipality Indigence Policy. The Indigent Register aims to enable the following:
Enable indigent households to register for free basic electricity from Eskom, as well as for free basic water and sanitation from other providers (RLM) in future. This is dependant on the Water Service Agreement between RLM and RBN).Indigent households are currently only allowed to claim for Free Basic Electricity (FBE) as the service is offered by Eskom not the RLM. The process is facilitated through the RLM.
Enable the RBA to reclaim the subsidy amount for free basic water that is currently provides to indigent households in the RBN (depending on the Water Service Agreement between RLM and RBN)
Enable the RBA to claim infrastructure grants from Provincial and National government and other sources. ( depending on the Water Service Agreement between RLM and RBN)
The indigent registration which was done by the RBN through Ntshegetse in 2013/14 has since lapsed as the register should be renewed annually. The indigent registration process is administered by the RBA for the RBN and handed over to the RLM as the local authority.
