To move from a position where there are pockets and remnants of communications functions scattered throughout the RBN, placed in various agencies without central coordination or goal, disseminating sporadic and misaligned messages in an ad hoc fashion towards a system where communication is centralised, strategic and of high quality, well-laid out, well directed and managed, clearly channelled and logically archived.
