The implementation of a School Feeding Scheme is a key programme for the reduction of hunger amongst school children, effectively improving learning in schools.The primary objective of the project is to feed all the learners in the Bafokeng schools by implementing those core activities that will enable feeding to happen such as conversion of dedicated rooms into schools kitchens, procurement of utensils and food, training of food handlers, and the development of menus. Secondary objectives are value adding initiatives, such as enabling the emergence of local suppliers, local agriculture, women empowerment, skills development, community engagements and mobilisation and the capacitation of the RBN through similar economic stimulus programmes kicked off as part of the overall roll-out effort.
The scope of this project includes and excludes the following items:
In Scope:
- Maintain and sustain the feeding of current 20 schools.
- Conduct feasibility studies and analysis of roll out to 10 additional schools and 5 Early Childhood Development Centres (ECD).
- Review current menu and adjust where necessary.
- Implement current menu to 10 new schools during 2011 feeding scheme roll-out.
- Develop most suitable model for delivery (sourcing, delivery, preparation, serving, cleaning, reporting and monitoring)
- Assess effectiveness of SFS using Key Performance Indicators (KPI).
- Clearly define roles and responsibilities of all stakeholders
- Identify and contract with suppliers
- Train food preparers in menu, cooking and safety
- Train educators on ownership of the school feeding model, stock control, reporting and monitoring
- Ensure SFS project is implemented according to acceptable food safety standards
- Provide change management support, mobilise and communicate to stakeholders across local communities for implementation
- Implement school feeding monitoring and evaluation systems
- Review school feeding model against benchmark/KPIs
