To facilitate a water and sanitation Service Level Agreement (SLA) between Rustenburg Local Municipality (RLM) and the Royal Bafokeng Administration (RBA) on behalf of the Royal Bafokeng Nation (RBN). RLM is the official Water Services Authority (WSA) responsible for ensuring that all citizens in its area of jurisdiction have access to basic water supply and sanitation system. By entering into the agreement with RLM, RBA will be formalising its existing arrangement of supplying water and sanitation to RBN community members. This will be achieved through a series of detailed discussions with RLM Management and report back on a regular basis leading to the finalisation and signing of the agreement. 

In scope: 

• Appointment of professional services to develop business plan;
• Develop Water Service Provider business plan for RBN;
• To comply with legislation such particularly the Water Services Act, Municipal Systems Act and the Municipal Finance Management Act;
• To regularize existing arrangement and improve on it; and 
• To benefit from grants such as Equitable Share.
